ISO/IEC FCD 12785-1 a.k.a. IMS-CP

It seems that one of IMS’s strategies is to have their specifications put through ISO/IEC JTC1/SC36 for formal standardisation, to me this seems like a wise strategy.

I was commenting on the ISO/IEC FCD 12785-1 document, and realised that I do have a hang-up on the use of “ordered” in a standard.
To be clear – I’m not in favour of the use of “ordered” – in general implied semantic meaning to ordering of elements is a bad idea.
